A wise-cracking otelidra stationed abord Fallen Arm Station, Rook-yon Namil is rarely found far from her myriad of spellbooks and scrolls. She delights in combining spells to create new ones, particularly when she gets to give them unusual or odd power words to activate their effects. However, she appears to have little to no interest in piracy or criminal activity, having seemingly fallen in with the Red Quasars either by accident or out of convenience than anything else. For this reason, she enlisted with Jaspur Quellstone's End Corps in Arplakoon's second dream.

According to comments made to Delzed the Songstress in Arplakoon's fourth dream, Rook-yon is familiar with necromancy but regards it as just another spell school like conjuration or illusion -- as in, nothing inherently evil, simply a school of magic that is difficult to regulate, so it's easier to institute blanket bans on it rather than identify legal and illegal portions of necromancy.
